Well, for me it works because I take the effort of first uninstall previous versions current installed on the system (sometimes I even take the effort to clean with JavaRa), clean each Java reference manual wich remained and didn't got cleaned up by uninstaller.

Happy it worked for you but the Java 13 installer didn't update my javapath and it didn't for many of the people seeking help on this site either.
Some was true even back with JRE/JDK 1.5 when both where installed in separate folders and basically installed Java twice (as the whole JRE is again contained in the JDR so one ends up with a full JRE in jre folder and an additional full JRE in jre folder). Adding JDK13 (wich comes from the same installer one just ran) later in the path doesn't matter as it's the same version all come from one installer. What ever one has installed on the system, when one does download a current version of Java 13 and installs it, javapath points to the just installed JRE13. If you have javapath listed first in the PATH followed somewhere with the jdk\bin then the wrong version of java, javaw, or javaws will be used. Also: it doesn't matter where it ins in path as long as it appears anywhere. So, the correct way would be "it doesn't work for JDK but only for JRE". Javapath only links java.exe, javaw.exe and javaws.exe. For Java 13 you need an explicit path to the jdk bin directory and it should appear first in the PATH.
